Non-working hours of operation has always been a frequent and high incidence of accidents, that is, the proportion of safety production accidents that occur after 8 a.m. and 18 p.m. is particularly high, and in the summer high temperature period, due to the adjustment of operating time, this imbalance will be more prominent, and it is necessary to standardize the safety management of non-working hours. The first is to strictly implement the morning meeting system before the shift, and the morning meeting system must be implemented before starting work, clarifying the content of disclosure, disclosure matters and hazard source notification, etc., and safety personnel should check subcontracting, team education and disclosure. Second, strict work and rest time, after the end of working hours, the project department should clean up and check the on-site personnel, strengthen the management of site access, and inspect whether there is unauthorized operation. Third, if it is really necessary to work overtime, it should be approved by the project department, reviewed by the project director, registered operator information, operation parts, operation content, command and side station personnel, and strengthened on-site inspections to implement measures such as lighting, labor protection and safety protection. The fourth is to strictly implement the project leader shift production system, and the project manager and safety personnel must go to work and leave work synchronously with the workers. The general contractor shall strictly check the performance of duties by the project leader and safety officer of the subcontracting unit. Fifth, if the construction of over-scale dangerous projects is carried out during non-operating hours, the project leaders of each participating unit shall not leave the site, and the person in charge of the construction enterprise or branch shall take the shift for inspection.

(4) Do a good job in the management of dangerous goods and key parts. In the process of transporting, storing and using flammable, explosive, toxic and harmful substances, effective measures should be taken to prevent the occurrence of accidents such as fire, explosion and leakage of toxic and harmful substances. High-rise and super high-rise construction and power distribution rooms, carpentry rooms, dangerous goods warehouses and other key departments should be equipped with fire fighting equipment, set up special personnel to manage, and effectively do a good job in fire prevention, explosion prevention, and poisoning prevention. All units and project departments should do a good job in the regular inspection of lightning protection facilities in accordance with the relevant national compulsory inspection requirements.

(5) Strengthen safety supervision and law enforcement during high temperature periods. In view of the characteristics of safety production work during high temperature, our station will encrypt and tighten the frequency and intensity of safety production supervision and law enforcement, and refine and solidify measures in measures, not only to strengthen the punitive punishment after the accident, but also to strengthen the daily supervision and preventive punishment. It is necessary to appropriately increase law enforcement inspections during abnormal operating hours, and focus on checking the implementation of the morning meeting system, shift system, disclosure system, by-station system, and general subcontracting management system for projects that are still operating in the early morning or night hours, and strictly punish and expose the situation of non-implementation of the system and failure to perform duties.

3. Strengthen emergency duty during high temperature periods

All units and project departments under construction should improve the safety production prediction and early warning and emergency coordination linkage mechanism, timely release early warning information, strengthen emergency preparedness according to the characteristics of festivals and high temperature and rainy weather, effectively prevent and respond to emergencies, implement emergency resources, improve various emergency plans, and strengthen emergency drills. It is necessary to strengthen on-duty duty, strictly implement the 24-hour duty system for leading cadres and key positions, and the accident information reporting system to ensure that once an accident occurs, it can be scientifically and effectively handled and responded, and timely report information.
